So after awhile of use (about 1 hour and a half [yes I frequently save]) it started saying that this file was modified outside of illustrator, which didn't concern me, as it was still saving. I didn't modify outside of illustrator, as I've been inside of illustrator this whole time. Then finally it gave me an ID: -54 error, can't save the illustration. I went through the types of saving, save as copy, save as, save for the web. It seems I am not allowed to write to the host pc. Booting up another program, Photoshop is also unable to write an untitled document to the google drive. Saving to the computer doesn't seem to be a problem actually. But apparently uploading is a problem at this point. I popped back over to Illustrator to see if it also can not save to drive (F:). As I expected, it can write local files, but not update the ones in drive. I disconnected my google drive and reconnected it, keeping my files up for now. This has fixed the problem and I can upload the file in my drive again.

I was able to recreate the message "this file has been modified outside of illustrator", and a new one was added as well. Now just hitting save (or CTRL + S) will bring about an error message that says adobe PDF is having difficulties. The workaround for that is using the save as command and just replacing the old file. It is interesting to note that I cannot save as replace over my original file... It is acting as if it is write-protected still. (post-note; reconnecting yet again solved issues)
